Gentlemen,
I am directed by Viscount Halifax to inform you
that after consultation with the Lords Commissioners of
His Majesty's Treasury and with the Colonial Office it
has been decided that it is not possible for certain
expenditure incurred in connexion with the accommodation
in Hong Kong of refugees of non-British nationality
evacuated from China to be accepted as a charge on the
funds of His Majesty's Government in the United Kingdom.
The Secretary of State for the Colonies has informed the
Governor of Hong Kong accordingly and the expenditure is
to be met from Hong Kong Government funds, subject to any
recoveries that may be made from the individuals concerned
or from foreign consuls.
2. A statement is enclosed herein showing the total
amount in question to be HK 3230.50. I am therefore to
request that the sum of £201.18.2d., which is the sterling
equivalent of this amount at the rate of 1/3d to the dollar,
may be transferred to this department at an early date.
